What is a web-safe font? Your computer has a few type faces or fonts, that are most likely available on most other computers. Therefore, its very safe to assume that these fonts will look the same or very similar to most modern computers out there.

Advantage: You can type the text right into our WebCenter text editor and make changes at will. Also, web crawlers can see this so it is likely your site will list higher on search engines like google.
Disadvantage: You are limited in the number of fonts that you can use. Small file size, making the page faster to load.
What are graphics for titles? It is an actual image that looks like text. To achieve this, you would take a program like Adobe Photoshop or Illustrator, make a picture of the font, upload that to WebCenter and use it as your title.
Example:
Advantage: You are only limited by the fonts you own as far as the look of the title is concerned.
Disadvantage: It is harder to edit. You can not edit the text live in WebCenter, you must go back into your editing program (Photoshop, Illustrator) make a new picture and re-upload that to WebCenter to use it as your title. This does not automatically get recognized by web crawlers. The file size is larger making the page slower to load.
There is an alternative: sIFR! sIFR uses flash and allows you to use any typeface you'd like and you can edit it within WebCenter.
Advantage: Small file size, making the page faster to load. You may use any typeface that you own.
Example:
Disadvantage: Anyone looking at your site must have the flash plugin installed for the font to look right. sIFR must be installed on WebCenter which requires extra time and testing.
